On the rampage is a Quest in Seven: The Days Long Gone.
There are two ports on Peh: Port Horizon and Port Terminus. Port Horizon is primarily for prisoner arrivals and contains storage facilities for cargo, while Port Terminus is for free citizen passengers and artefact exports to the mainland.
In Port Terminus, you may come across a merchant arguing with a Technomagi soldier. A little eavesdropping will reveal that the merchant's cargo is being held by customs.

Walkthrough
When you talk to the merchant and ask him what the issue is, he will tell you his cargo is being held in Port Horizon's warehouse.
You can offer to release the merchant's cargo for a reward.
The merchant reveals that his name - Threston - will be in the warehouse's database. He asks you to travel to the Port Horizon warehouse in the Lewmer area and take care of his problem.
On the upper floor of the Port Horizon warehouse you will find a control room with a terminal that must be hacked. When you've gained access to the terminal, you can change the status of Threston's cargo from ‘on hold' to ‘ready to release'.
Now you can return to Threston. He will have relocated from Port Termins to the Unification Bazaar marketplace in Warden's Hold, where he has a store.
(Note: Before you leave the warehouse, there is a hidden option. If you're nosy, you can take a peek at Threston's cargo when it has been moved from the quarantine zone to the general warehouse space. If you do, you'll find out that Threston is actually a drug trafficker. He's smuggling an illegal narcotic known as skratch into Peh...)
After returning to Threston, you will get a reward for your efforts.
If you investigated his cargo and found out about the skratch, you can blackmail Threston for a higher reward. A master thief cannot be afraid to play dirty from time to time.
